Dr. Devine heads HARCON’s Environmental Services Division and is a Caribbean conservation ecologist, cartographer, and Geographic Information Systems (GIS) expert with 40 years of broad education and experience in biological and environmental sciences. As a specialist in Caribbean sub-tropical ecology, coastal management, protected areas and Geographic Information Systems, I have experience mapping, analyzing and modeling ecosystem hydrology and flood potentials, integrating landscape/seascape science. In characterizing and assessing watersheds, hydrology, flood, sedimentation and landscape assessments, I have worked throughout the Caribbean mapping islands and island resources and integrating these maps with physical development and coastal zone management strategies.
